If you want to start a clan, post your request in the forum "Clan Requests."
Please post your request with the following information:

Game Name
Clan Name(preferably psphu but it can be anything)
Clan Leader

I will try to get you set up as soon as possible, but if I dont get it done within 24 hrs, just pm me.
